(4)All meetings of the Board of Governors shall always be chaired by theChancellor and in his absence by any one of the nominees of the Chancellor. IfChancellor has not nominated any person to Chair such a meeting, members present inthe meeting shall elect the Chairperson for that meeting only from among themselves bya simple majority.
