The principal general rules governing the conduct of Government servants will be found in the pamphlet, entitled the Government Servant's Conduct Rules, a copy of which will be supplied to every non-gazetted, Government servant (excluding menials) on his first appointment.The rules in this chapter relate to miscellaneous matters not dealt with in the general rules."Principles to be followed in ordering suspension of Government servants are incorporated in Appendix J."
