In the case of members to be elected under clause (a) or (b) of section 21, the President or any other person authorised by him in writing in this behalf shall be the Returning Officer. The Returning Officer shall, some time not less than forty-two days, and not more than sixty days, before the day on which the term of office of any such member expires and as soon as conveniently may be after the occurrence of any vacancy arising from the death or resignation of any such member or of any seat becoming vacant under sub-section (3) of section 27, issue his precept to the electorate concerned, requiring the said electorate to elect a member or members by a date mentioned in precept.
