Section 12(7) in THE DELHI SKILL AND ENTREPRENEURSHIP UNIVERSITY ACT, 2019
(7)The Vice-Chancellor shall have the power of the Secretary of Government for purposes of rules in theaccount code, the Fundamental and Supplementary Rules and other Rules of the Government in so far as they areapplicable or may be made applicable to the conduct of the business of the University, subject to the additional powerthat may be delegated by the Board of Management from time to time;
