Section 28(1) in Assam Elementary Education Act, 1962
(1)As soon as the management of Elementary Education is vested in a District Council or a local authority, the State Government shall constitute a fund for the purposes of elementary education and shall place such amounts out of the said fund as may be necessary at the disposal of the District Council, local authority, the Assistant Secretary of the State Board and the Block Development Officer concerned, subject to such conditions as may be prescribed.
