9. Filling of casual vacancies.-If a member or Chairperson of the Board dies or
resigns or from any cause whatsoever, in accordance with the provision of this Act,vacates his office or is removed therefrom, the vacancy so caused shall be filled byfresh nomination or, as the case may be, election within such period as may beprescribed.
