The number of village watchmen for each village, or where, under rule 2, several villages have been united, the number for the united villages shall be fixed by the Deputy Commissioner with reference to the number of houses and the character of the population. Much latitude is left to the Deputy Commissioner in fixing the number which should not be unnecessarily large. As a general rule, one village watchman will suffice for a beat containing from 50 to 100 houses; two for a beat with 100 to 200 houses, three for a beat with 200 to 300 houses; and so on.
