Section 51(1) in The Orissa Zilla Parishad Act, 1991
(1)The Government may, after previous publication, make rules consistent with the provisions of this Act to carry out all or any [of the purposes] [Substituted vide Orissa Act No. 21 of 1995 (O.G.E. No. 1448 dated 21.12.1995).] of this Act and prescribe forms for any matter which they consider that a form should be provided.
