Section 26(4)(a) in Karnataka Janapada Vishwavidyalaya Act, 2011

(a)The Syndicate, for the purpose of consultation, may invite any person having special knowledge and diplomatic experience of the subject matter to be present at any meeting and the person may talk about it and otherwise participate in the proceedings of the meeting. But he shall not be eligible to vote.
