Section 941(1) in Rules under the United Provinces Excise Act, 1910
(1)An inspector when taking charge of drug warehouse must-(a) count the packages, (b) compare the entries of the cards with those in the register, (c) weigh each package and bring to the notice of the Assistant Excise Commissioner or Collector any case of short weight, and (d) examine the packages and bring to the notice any package which seems to have been tampered with.
