In 21 cases as per the Office report, the Union of India has not taken steps for service of notice. This is regrettable. That apart, though the matters were specially fixed for hearing today for final disposal, we are told that the Learned Attorney General for India is busy in attending another matter before the Constitution Bench. If that is so, the petitioner-Union of India should have circulated a letter informing the Court about 10 the inconvenience of the learned Attorney General. However, as the assistance of the Attorney General is required and he had appeared on earlier occasions, we have no option but to adjourn the case.
