Section 11(3) in The Telecom Regulatory Authority Of India Act, 1997
(3)While discharging its functionsunder sub-section (1) or sub-section (2) the Authority shall not act against the interest of the sovereignty and integrity of India, the security of the State, friendly relations with foreign States, public order, decency or morality.
