Section 25(1) in The West Bengal Motor Vehicles Rules, 1989
(1)The driver of a goods vehicle shall carry a certificate or letter of authority from the owner of the vehicle or the agent in whose favour a licence under section 93 of the Act has been issued in which the said owner or the licensed agent shall state that he has verified the name and address of the driver engaged by him and that the driver is known to him. The driver shall, on demand by any police officer or Motor Vehicles inspector. on duty, produce the said certificate for examination.
