Section 176(a) in Police Regulations, Bengal , 1943
(a)The usual channel through which a police officer shall communicate with any officer of higher rank is his immediate departmental superior; and direct communication with any officer of higher rank is forbidden except in emergencies or in matters regarding which there is a special rule or practice to the contrary. [See regulation 888(a)].
