Section 28(4) in Chhattisgarh Minor Mineral Rules, 2015
(4)An appeal shall lie to the State Government against the order of the Director refusing to grant or renew an application for recognition and in cases where the order has been passed by the officers authorised by the Director the appeal shall lie to the Director whose decision shall be final.
