(4)The Registrar shall submit the application and all proceedings, if any, of the [Academic Council, the Syndicate] [These words were substituted for the words 'Syndicate', by Gujarat 8 of 1966, Section 21(3).] and the Senate relating thereto to the State Government which, after such inquiry as may appear to it to be necessary, shall grant or refuse the application or any part thereof.
