Section 86(6) in The U.P. Narcotic Drugs Rules, 1986
(6)(a)He shall sell his drugs to the licensed chemist holding NDLC Licence.(b)To an approved practitioner.(c)To a hospital or dispensary, educational or Scientific Institution, upto quantities authorised by the Collector.
