Section 2(a) in The Bihar Stamp (Use of Franking Machine/Tax Meter) Rules, 2004
(a)A list of user officers authorized by the Secretary, Department of Registration under Rule 5(iii) and Rule 6 of the Bihar Stamp (Amendment) Rules, 2004 shall be maintained in Form-III in the office of the Inspector General of Registration.
