(3)A copy of the memorandum in [Form XXI] [Substituted by Notification No. G.S.R. 840(E), dated 5.11.2015 (w.e.f. 30.10.1971).] together with a specimen, impression of the seals of the Inspector and of the seals, if any, of the person from whom he takes such samples, shall be sent separately by registered post or by hand to the Insecticide Analyst.
