(7)Leave cannot be claimed as a matter of right and when the exigencies of service so demand, leave of any description may be refused or the employee may be compulsorily recalled from leave by the sanctioning authority. The administrative powers of the competent authorities in respect of grant of leave to the employees of the University shall be as specified in Appendix XIII.
