Section 80(2) in U.P. Fundamental Rule 56 (Amendment and Validation) Act, 1975

(2)No leave may be granted under this rule, unless the authority competent to sanction leave is satisfied that there is a reasonable probability that the Government servant will be fit to return to duty on the expiry of the leave applied for. (See also Subsidiary Rule 87).Medical CertificateSubsidiary Rules (Ch, IX, Rule 87). - Medical Officers must not recommend the grant of leave in any case in which there appears to be no reasonable prospect that the Government servant concerned will ever be fit to resume his duties. In such cases the opinion that the Government servant is permanently unfit for Government service should be recorded in the Medical Certificate.Form of Medical Certificate. - As prescribed under Subsidiary Rule 95, Ch.
