Section 12(1) in The M.P. Homoeopathy Council (General) Rules, 1976
(1)At every meeting the items on the agenda shall be taken up for consideration and decided first and thereafter if time permits, the President may allow any new business to be taken up if in his opinion it is necessary to consider it in that very meeting :Provided that the President may move or admit a motion for discussion either not included in the agenda or out of turn in the agenda, if in his opinion it is so urgent to be considered on priority.
