Section 19(2) in Goa Lotteries (Regulation) Rules, 2003
(2)In case there is a loss of tickets in transit due to fire, theft, riots, pilferage or any other valid reasons, the same shall be notified in newspapers and a complaint shall be lodged with the concerned Police Station and the Government may as its discretion, reduce the discounted price by an amount equal to the prize amount contained in such tickets at the time of settling the account of such draw by the agent. However,, in case the tickets are handed over to the agent or to his duly authorized sub-agent and there is any loss of tickets due to any reason thereafter, then no reduction in discounted price or compensation of any kind shall be allowed to the agent.
