Declaration to be made on the Petition by the petition-writer. - Every licensed petition-writer shall record, at the foot of every petition written by him, other than a petition of merely formal character, a declaration, under his signature, that, to the best of his knowledge and belief, the petition expresses the true meaning of the petitioner, and that its contents have been fully explained to the petitioner.
