Section 8(1) in Delegation of Financial Powers Rules, 1978
(1)The usual practice is to create temporary posts and continue them for one year at a time. This leads to avoidable paper work. Irk several cases, the need for continuance of post can be foreseen at the time of its sanction. In such cases, there should not be any difficulty in sanctioning the posts ab initio for longer period.
