(c)As Secretary to Government is required to furnish a certificate to the Chief Secretary by the 31st July each year that entries for the preceding year have been made in the character rolls of all the officers serving under his Department, the Head of the Department., i.e., Director of Public Instruction, should, therefore furnish similar certificate to the Secretary to Government by the 30th June, and Heads of offices should furnish such certificates to Director of Public Instruction by the 31st May.
