Section 68(1)(iii) in Orissa Minor Minerals Concession Rules, 2004

(iii)No Court shall take cognizance of any offence punishable under these rules except upon complaint in writing made by such officer/authority mentioned under Clause (ii) of Sub-rule (1) above having jurisdiction.
