Section 23(4)(a) in Tamil University Act, 1982

(a)The Syndicate may for the purpose of consultation invite any person having special knowledge or practical experience in any subject under consideration attend to any meeting. Such person may speak in any otherwise take part in the proceedings of meeting but shall not entitled to vote;
