(b)"Block" means the whole area of certain specified land served by an outlet or outlets from an irrigation work which may be mapped out in convenient size in accordance with the features of the ground, natural or artificial;(bb)"Block Development Officer" means a Block Development Officer appointed by the State Government under Section 15-A of the Orissa Panchayat Samiti and Zilla Parishad Act, 1959;
