Section 550(2)(b) in The Orissa Municipal Corporation Act, 2003

(b)refuse to give such permission if he is of opinion that the establishment of such factory, workship, workplace, bakery at the proposed place is objectionable by reason of the density of the population in the neighbourhood thereof, or will be for any reason a nuisance to the inhabitants of the neighbourhood.
