Section 23(1) in The Rajasthan Land Revenue (Payments, Credits, Refunds & Recovery) Rules, 1958
(1)Process under section 229 (writs of demand or citation to appear) shall be issued by the Tehsildar of the Tehsil in which the arrears fell due, or by order of the Collector or the Sub-division Officer of the sub-division.
