Section 354(3) in Karnataka Municipal Corporations Act, 1976
(3)The Commissioner shall, as soon as may be, after the receipt of the application,-(a)grant permission applied for either absolutely or subject to such conditions as he thinks fit to impose, or(b)refuse permission if he is of opinion that such construction, establishment or installation is objectionable by reason of the density of the population in the neighbourhood or is likely to cause nuisance in the neighbourhood.
