1. Just because the respondents have powers under Section 357/461/397 of the Delhi Municipal Corporation Act, 1957, the challans are being issued without specifying the cause.
2. In this view of the matter, we direct Assistant Commissioner Enforcement of General Department, who is informed to be heading the section instrumental in initiating the aforesaid action, to file an affidavit as regards sensitizing the respective officers who are authorised to issue challans to mention the specific cause for which the challans are issued This is a digitally signed order.

3. We have perused the Certificate of Vending (hereinafter referred to as "CoV") issued to the petitioner which is further categorized under Scheme of 2019 under clause 6.1 as "Others" category of street vendors. The clause further provides for specific categorization by the local bodies in consultation with the TVC. It appears that there is no further categorization on the part of the respondents.
4. In this view of the matter, we could have drawn an inference to permit the petitioner to carry out the vending activity as a 'daily vendor' under 'others' category, however, we intend to give a further chance to the respondents. We expect the response of the respondents on the same issue.
5. Let the combined response on both the aforesaid issues be placed on record within a period of four weeks from today.
6. In the meantime, we direct that in case if the petitioner conducts himself in accordance with the terms and conditions of the CoV, there is no reason for the respondents to take any action against him.
7. List on 02nd February, 2026.
