Section 18 in The Orissa (State) Council of Culture Rules, 1990
18. General Provision.
(1)Members of the State Council shall not be eligible for honours/award instituted by the State Council.(2)The Konark Samman and the Plaque of Honour symbolies lifelong homage to the recipient and are conferred on a recipient only once. A recipient of the Plaque of Honour may, however, be honoured with Konark Samman.
