(5)If by the date prescribed for the passing of the budget, the budget of any Kshettra Panchayat has not been passed under sub-section (4) then the budget prepared by [the Karya Samiti shall be deemed to be] [Substituted by U.P. Act No. 33 of 1999.], the budget, as passed and it shall remain in force till the Kshettra Panchayat declares it ineffective after passing the budget under sub-section (4).
