Section 83(5) in The Bihar Primary and Middle Education Rules, 1961
(5)In the month of February each year, the detailed plans and estimates shall be thoroughly scrutinised and subject to funds being available in the District Education Fund under the sub-head "Building Repair", the works shall be sanctioned in strict order of priority, preference however, being given to cases where more than 50 percent of the cost will be met by the local committee and villagers.
