Section 12(2)(a) in Bihar Electricity Regulatory Commission (Licencing for Transmission of Electricity) Regulations, 2007

(a)If any person objects to the grant of licence applied for under the Act, the Commission may, if it considers necessary, cause a local inquiry to be held for which the notice in writing shall be given to the applicant and the objector and concerned parties, if any
