Section 20(2) in The Right of Children to Free and Compulsory Education Rules, 2010
(2)In particular and without prejudice to sub-rule (1), the terms and conditions of service shall take into account the following, namely:-(a)accountability of teachers to the School Management Committee;(b)provisions enabling long term stake of teachers in the teaching profession.
