18. Preparation of Project Plans.
- A participating State, or the Union Territory, may by itself to in collaboration with one or more of the participating States or the Union territory, as the case may be, prepare Project Plans for one or more elements of the Regional Plan, Functional Plan or Sub-Regional Plan.
