Section 60(7) in The Punjab Motor Vehicles Rules, 1989
(7)When a matter is decided by votes of the members present at a meeting of the State Transport Authority or a Regional Transport Authority no person other than a member shall be entitled to be present and no record of the voting shall be kept save of the number of votes cast on either side:Provided that when any matter is decided by the exercise of second or casting vote of the Chairman the facts shall be recorded.
