(2)The advance shall be applied for well in time, sanctioned by the sanctioning authority as soon as possible and drawn from the Controller of Defence Account (Navy) Bombay within [four month's] [Substitued by S.R.O. 132, dated 9th May, 1989] of the date of sanction.
