Section 26(1) in The Uttar Banga Krishi Viswavidyalaya Act, 2000
(1)The Vice-Chancellor shall be the principal administrative and academic officer of the University and shall be the ex officio Chairman of the Executive Council and the Academic Council. He shall, in the absence of the Chancellor, preside at the convocation of the University and confer degrees, diplomas and other distinctions on persons entitled to receive them. He shall also be entitled to be present at, and to address any meeting of, any other authority or body of the University of which he may be a member. He shall also be entitled to be present at, and to address any meeting of, any other authority or body of which he may not be a member, but shall not be entitled to vote thereat.
