Section 5(1)(a) in The U.P. Resin and other Forest Produce (Regulation of Trade) Act, 1976

(a)permit any person, who had purchased any resin before the appointed day within an area to which this Chapter applied to transport and sell such resin to any person other than the State Government or an authorised officer and permit any person other than the State Government or an authorised officer to purchase and transport the same; or
