Section 7(c) in The Rajasthan Land Reforms and Jagir Resumption (Absorption of Jagir Employees) Rules, 1954
(c)No employees of Jagirs in which there were no rules governing grant of leave shall be entitled to any credit of leave on account of previous service in such Jagirs.
