Section 8(4) in The Tamil Nadu Electricity Supply Code, 2004
(4)In case of LT services, the meter readings of last digit upto and inclusive of five units shall be rounded off to the lower multiple often units and the meter readings of last digit from six to nine units shall be rounded off to the higher multiple often units.
