Section 12(1) in The Plastic Waste (Management and Handling) Rules, 2011
(1)each State Pollution Control Board or Pollution Control Committee shall prepare and submit the annual report to the Central Pollution Control Board on the implementation of these rules by the 30 th day of September of each year;
