Section 4 in Orissa State Youth Welfare Board Rules, 1996
4. Bodies of the State Board.
(1)The State Board shall have the following bodies namely : (a) the General Council and (b) the Executive Board.(2)No act or proceedings of the Board shall be invalid merely by reason of the existence of vacancies or any defects in the Constitution of its bodies.
