(b)They are required to spend 20 days in each month on tour, and to inspect all licensed premises once in each quarter unless the Deputy Commissioner or the Superintendent of Excise shall for special reasons, prescribe a smaller number of inspections in the case of particular premises. They should pay particular attention to the inspection of country spirit, ganja and opium shops looking into the management by the licences and the observance of the condition of licences, more specially in the case of country spirit shops situated in tea-gardens and other industrial areas. Besides, regular inspection, Inspectors of Excise should pay surprise visits at usual intervals to licensed premises, particularly to the ones for the vend of opium and intoxicants. The Inspectors should change their modus operandi from time to time so as to make their visits really surprise ones.
