- Heavy packages of official returns, files and similar matter shall, if they conform with the rules in the Post and Telegraph Guide, be sent through the post as "book packets" or "parcels," according to weight. Book packets may not contain letters, but a parcel may contain one letter, to the addressee of the parcel, or, if it consists of several files, one letter per file.
