(1)The Returning Officer shall attend for the purpose of scrutiny and counting of votes on the date of election at 5 p.m. and at the place appointed.(2)The Returning Officer immediately after 5.00 p.m. on the date referred to in clause (1) above shall open the outer envelopes.(3)Every candidate may remain present in person or may send a representative duly authorised by her or him in writing to watch the process of counting.
